Housing - rent setting
The local authority is responsible for setting the level of rent based on how much it needs to spend on services for its tenants. Rents should be published giving reasonable notice of any changes (usually at least one month).
All rents for council homes are set in accordance with a national formula, which was introduced by the Government from April 2002.
Every Council and Housing Association home in England has had to use this formula for setting (and increasing on an annual basis) rents of residential properties.
The formula for setting council rents is based on the following factors:
- Bedroom size
- Local average wages
- Property values
In introducing this national formula, the Government’s aims have been to bring council rents closer to housing association rents, which have generally speaking been higher than council rents. Over a ten year period, from April 2002, the Government hopes that rents charged by Councils and housing associations will have ‘converged’, i.e. they will be very similar in each location. To comply with this formula, Berwick-upon-Tweed Borough Council has had to increase its rents for 2006/07 by 4.96%.
