Mr Stewart drew attention to permission previously granted on this site and to two other windfall applications on the Island that had been given approval since the adoption of the Local Plan. He thought it anomalous that the site had not been included for development in the Local Plan. He also noted that the proposed dwelling was intended to house an elderly relative of his client.
Members expressed sympathy with the applicant but felt that the development would be contrary to policy at a time when discipline was needed to ensure that demand for new housing was well managed. It was suggested than an application for an annex to the existing property might be more in keeping with planning policy.

Members debated the appropriateness of an agricultural building of this size in such a prominent location in the village. Some felt that it would detract from the amenity of the area, others that it was in keeping with the existing use of the site.
A proposal to defer pending consultation on relocating the proposed building was rejected (3 for, 6 against).
The recommendation to approve subject to conditions was then agreed (7 for, 3 against).

Members were advised that inspections would be carried out to assess the issues raised in these letters about rodent infestation and the removal of asbestos. The latter would be undertaken in accordance with the usual regulations.

Members debated the proposed annual allocation of new houses for the Borough and noted that the Local Development Framework Sub-Committee had begun its work and was addressing this issue.
Questions were raised about parking arrangements for the proposed development and it was noted that The County Council found the application acceptable in highways terms. Normal parking standards would be relaxed in a development of this type.

i) Notes of the Debate
Some members expressed sympathy for the application. The view was expressed that the street did not have a uniformity of design and that the proposed conservatory would be suitably screened from view by a high fence.
It was agreed that a decision would be deferred pending a site visit.
