04/B/0189 – Full Planning Application – Proposed front and rear single storey extensions, 9 Station Cottages, Belford. NE70 7DY

i) Site Visit

The Standing Working group recommended approval for both extensions subject to appropriate fencing and glazing conditions to prevent overlooking.

ii) Notes of the Debate

Some members expressed concern that approval might set a precedent and be contrary to planning guidelines but members were advised that the proposed south facing extension was a modest addition and appropriate to the local circumstances. The application was approved subject to the additional conditions recommended by the working group.

04/B/0225 – Full Planning Application - Retention of ground floor front elevation UPVC windows, The Pilot Inn, 31, Low Greens, Berwick-upon-Tweed. TD15 1LZ

i) Notes of the Debate

A general debate took place on UPVC window and door replacements in the context of the Article 4 direction.

Members were advised that the application related to all four ground floor windows and that the recommendation for refusal was based on the window materials rather than their appearance. Members agreed to authorise enforcement action for the removal of the windows.

04/B/0230 – Full Planning Application - Erection of 7 No. two storey dwellings with garages, land at Green Lane, Cornhill-on-Tweed

Members were advised that the application site was brownfield and the proposals in line with Local Plan policies.

04/B/0342 – Full Planning Application – Construction of vehicular access, 3 Cottage Road, Wooler. NE71 6AD

i) Notes of the Debate

There was no substantial debate on this item and Members were advised that the application was for the modification of an existing access

04/B/0433 – Full Planning Application – Erection of a two storey dwelling with integral garage, 2 Eildon View, Tweedmouth Berwick-upon-Tweed. TD15 2FQ.

ii) Notes of the Debate

Mr Straughen said that he had followed recommended guidelines to reduce the visual impact of the development and had consulted with close neighbours and had received positive feedback. Mr Strauhgen said there was already a variety of styles on the estate and his proposal was in keeping with these. Mr Hunter expressed concern that a two storey plot would set a precedent that would encourage similar proposals on the remaining vacant plots. Mr Hunter understood that the original estate proposals were for two houses on lower ground, the remaining plots being single storey. Mr Hunter compared Eildon View to other estates in Tweedmouth where a uniform approach was being followed.

Some debate followed on whether the original proposals for the estate to be predominantly bungalows was a requirement of the Council. Members were advised that the initial estate proposals were those put forward by the original developer. Members were advised of the need to consider all applications on their own merits and in line with current guidance.
