DECISION: To approve as a correct record the Minutes of the Meeting of Planning Committee held on 7th November 2004.

393 3. ENFORCEMENT ITEM: 36 CASTLE TERRACE, BERWICK-UPON-TWEED 1

DECISION: To issue an Enforcement Notice under section 172 of the Town and Country Planning Act 1990, requiring the re-instatement of the boundary wall and access, adjacent to the A6105, to its condition prior to the unauthorised development.

394 4. ENFORCEMENT ITEM: DONALDSON’S LODGE 3

This item was not discussed because the polytunnel has now been removed.

395 5. ENFORCEMENT ITEM: UNION STREET, SEAHOUSES – UPDATE 4

DECISIONS: (i) Not to pursue Enforcement action against the seven residents concerned; and (ii) to investigate means by which such a situation can be avoided in future.

This item was not discussed because the additional information requested from the applicant has now been received.

[Notes to Applications :

04/B/0257 – Full Planning Application – Proposed residential development comprising 22 dwellings with associated parking and new vehicular access, Land at Main Street, Cornhill on Tweed.

This item was removed from the agenda because a change to the proposed internal layout would necessitate the application being sent out for reconsultation. It is expected to be brought to the January meeting of the Planning Committee.

04/B/0584 – Full Planning Application – Erection of a single storey dwelling with integral garage, Land adjacent to Seabreeze Bungalow, Beadnell, Chathill NE67 5AN.

(i) Notes of Debate

Concerns were raised by Members at the representations received from the AONB Team in regard to this application, which were not considered to be wholly relevant in planning terms.

04/B/0632 – Full Planning Application – Conversion of three cottages into a single dwelling with attached annex, Amerside Law Farm, Chatton, Alnwick NE66 5RF.

(i) Declaration of Interest

Councillor A H Murray, having declared an interest, left the Meeting during consideration of the above item.

(ii) Notes of Debate

There was no substantial debate on this item.

04/B/0665 – Full Planning Application – Erection of first floor extension over existing garage, 9 The Pastures, Berwick-upon-Tweed TD15 2NT.

(i) Site visit

The Standing Working Group recommended alterations to the positioning of windows and the removal of the proposed balcony in order to reduce potential overlooking of neighbouring properties, and these recommendations had been accepted by the applicant and incorporated in revised drawings.

(ii) Verbal representations were made by:

(ii) Notes of Debate

Objectors were upset that they had not been informed of the date of the site visit, and requested a named vote on the application.

Councillors were concerned that the annex could be used independently of the main house, but a condition of the permission would require that the extension could only be used as ancilliary accommodation to the main house.

04/B/0784 – Full Planning Application – Proposed erection of a temporary (50m) anemometry mast for the measurement and monitoring of wind for a period of up to two years, Barmoor South Moor, Berwick-upon-Tweed TD15 2QF

(i) Members’ Interest

Having declared an interest, Councillor J D Lockie left the room during consideration of the above item.

(ii) Notes of Debate

Councillors accepted that the only subject under consideration was the anemometry mast itself, and approval of the mast did not any way prejudge a potential future application for a wind farm on the site.

398 DATES AND VENUES FOR MEETINGS IN JANUARY AND FEBRUARY 2005

Meetings of the Planning Committee for January and February have been rearranged, and will now take place as follows:

Tuesday 25th January 2005 The Village Hall, Branxton

Tuesday 15th February 2005 The Maltings Theatre, Berwick-upon-Tweed (special meeting to consider retail applications only)
