Members accepted that they could not alter the previously approved permission relating to the height of the proposed houses, and voted to approve the application, subject to a condition requiring the play area to be completed prior to the occupation of any of the houses. DECISION: To approve the Reserved Matters Application subject to the conditions detailed in the officer’s report, and with an additional condition as follows: Prior to the occupation of any of the dwelling units hereby permitted the proposed play area shown on drawing no. G706YG shall be completed in full accordance with details to be submitted to and approved by the Local Planning Authority. Members suggested that a condition be included to ensure that the fire exit to the rear of the property was wide enough for a commercial bin. DECISION: To approve the Full Planning Application and the Listed Building Consent Application subject to the conditions detailed in the officer’s report, and including the following additional condition: No development shall be commenced on site until an amended plan showing details of a widened access for the pedestrian gate at the north west corner of the site to accommodate refuse bin access has been submitted to and approved in writing by the Local Planning Authority. The access shall be provided in accordance with the approved plans prior to the bringing into use of the development hereby permitted. Reason: In the interests of residential amenity in accordance with Policy W8 of the Berwick upon Tweed Local Plan. 07/B/0601 – Full Planning Application – Erect 2 storey extension and double garage; 29 Longbeach Drive, Benthall, Chathill 07/B/0604 – Full Planning Application – Erect 2 storey extension and double garage; 31 Longbeach Drive, Benthall, Chathill [Note: These applications were considered together as they were linked applications.] No verbal representations were made. (i) Notes of debate Local Member Councillor Richard Patterson raised the Parish Council’s concerns that the proposed extensions created an imbalance compared to the original buildings. However, Members accepted that there was a demand for 4-bedroom houses which was not currently catered for. DECISION: To approve the Full Planning Applications, subject to the conditions detailed in the officer’s report. 07/B/0731 – Full Planning Application – Retrospective change of use from residential to bed and breakfast (C1); 41 Main Street, Tweedmouth, Berwick-upon-Tweed [Note: The application detailed above was deferred to a future meeting to allow further necessary consultation to take place.] 07/B/0813 – Amendment or Removal of Condition – Removal of condition 10 (access to A6105) from outline permission 06/B/1137; West Hope, Berwick-upon-Tweed (i) Verbal representations were made by: Objector: Alistair Dixon, Berwick-upon-Tweed Applicant Nick Green, Edwin Thompson (agent) (ii) Notes of debate Members were told that an error had led to the inclusion of Condition 10 excluding access from the West Hope site to the A6105 in the conditions attached to the renewed outline planning permission for a 60-bedroomed hotel in May 2007. Previous permissions had excluded access from the site to the A1. Although objectors were concerned that access to the A6105 was dangerous, Members accepted that details of how that access could be positioned to ensure safety could be controlled at the detailed application stage. DECISION: To remove Condition 10 of consent 06/B/1137 and to replace it with the original condition excluding direct access onto the A1. |
