To recommend to Council to approve the request for supplementary funding to implement AXIS Veri Secure plus the purchase two years support.

Report
3.1
AXIS Veri Secure is a ‘3D Secure MPI’ that delivers the Internet equivalent of Chip & PIN. 3D Secure is a new technical standard developed by Visa and MasterCard to further secure Cardholder Not Present transactions over the Internet.
Any organisation that takes internet payments must implement this fraud protection measure in order to continue to take payments by Maestro card.
3.2
Implementation will provide the following benefits:
• Allow the organisation to continue to accept Maestro payments
• Reduce the risk of chargeback’s for payments that are checked using this facility
• Customers will have peace of mind, safe in the knowledge that our website benefits
from the latest security measures
• The site will carry the MasterCard Secure Code and/or Verified by Visa logos
3.3
Costs:
Implementation - £6,480
Annual support - £1,000 pa
Transaction costs will reduce marginally.
The implementation is a one off in year payment and it is proposed that only two years annual support is purchased reviewable in light of future decisions made in relation to Governments announcement on unitary status.

Members should note that customers personal payment details held on the Council’s website are already totally secure.
