Recommendations
2.1
To consider the report and forward details of any projects/schemes that Members may wish to have included in the 5 Year Programme to the Environmental Maintenance Manager.

Report
3.1
The Council have recently been asked by Northumberland County Council to consider its priorities for the inclusion in Minor Improvements Programme of the Local Transport Plan for next financial year and beyond. The LTP is a statutory document that sets out what the Local Transport Authority want to achieve in terms of highways and transport in its area within a particular time frame. NCC is the local transport authority but the LTP has been developed in partnership with the District Councils and other local stakeholders.

The main features of the LTP’s include the following:
• A set of objectives that represent the authorities vision of Local Transport at the end of the LTP period i.e 2011
• A long term strategy to tackle problems, make the most of the opportunities and deliver the objectives.
• A five year implementation programme of schemes and policy measures.
• A set of targets and performance indicators that can be used to monitor progress in delivering objectives.
• Local authorities must integrate accessibility strategies within the LTP so that links between social inclusion and transport can be recognised.
• Part of the LTP assessment will now be based upon evidence of the quality of asset management and to this effect a summary of Transport Asset Management Plan report must be provided with the document.
• A Rights of Way Improvement Plan must be published by November 2007 and a short report outlining the authorities progress in developing it must be provided in the LTP.

Members are requested to identify and forward details of any schemes they wish to have included in this Programme to the Environmental Maintenance Manager by 5th October 2007. The final document will be presented to the next meeting of this Committee on 17th October 2007. Schemes must meet the criteria and enhance local communities. A copy of the agreed submission for last year are attached as Appendix *
The following criteria have been developed to ensure that schemes in the Minor Improvements Programme contribute to the implementation of the shared priorities for transport and the delivery of LTP objectives.
• Improve accessibility
• Improve air quality
• Create safer roads
• Reduce congestion
• Part of a package of measures
• Community priority
• Attracts external funding or provides synergy with other projects
