Summary
1.1
The Overview and Scrutiny Committee has been undertaking regular monitoring of the implementation of recommendations from its reviews since January 2006, and to consider the effectiveness of those recommendations in bringing about service improvements.

Recommendations
2.1
To note the report; and
2.2
To decide whether any follow-up reports should be made to Policy Committee or full Council, in light of the findings of the monitoring assessments.

Report
3.1
The Overview and Scrutiny Committee has been undertaking regular monitoring of the implementation of recommendations from its reviews since January 2006. Where recommendations have been implemented, this provides an opportunity to consider how effective they have been in bringing about service improvements. If recommendations which were accepted by the Policy Committee or full Council have not been implemented, the Overview and Scrutiny Committee may wish to submit follow-up reports to the appropriate body.
3.2
In light of the Committee’s decision in March 2007 to cease monitoring reviews where recommendations were believed to have been implemented or to no longer to be relevant, the only monitoring assessments attached to this report are:
(i) Mayoralty Review (approved by the Overview and Scrutiny Committee in 1st June 2006 and accepted by full Council on 29th June 2006)
(ii) Review of Kerbside Recycling Services (approved by the Overview and Scrutiny Committee on 1st March 2007 and 11 recommendations accepted by Policy (Environment) Committee on 14th March 2007)
3.3
Members are requested to consider the assessments, and to decide whether any further recommendations should be made to the appropriate committee or to full Council in light of the assessment findings.

Members of Overview and Scrutiny Committee are asked to consider their work programme in the context of Local Government Reorganisation and whether or not the task remains significantly relevant in light of the increased demands on employees for working towards transfer of services.
4.4
Local Agenda 21
Recycling is a key contribution to improving the environment and reducing the community’s reliance on landfill. Any initiatives to increase recycling levels are to be encouraged.
4.5
Equality
Equality and diversity issues are considered in all work undertaken by the Overview and Scrutiny Committee, and the provision of services on an equal basis to all the Borough’s residents and visitors is central to the Council’s customer services charter.
