LOCAL GOVERNMENT AND RATING ACT 1997

FINAL RECOMMENDATIONS

Parishing the communities of Berwick, Spittal and Tweedmouth, and the establishment of a Town Council to represent those communities.

1. Grouping and Name of Common Parish

The Borough Wards of Edward, Elizabeth, Prior, Seton, Shielfield and Spittal shall be grouped together under a Common Parish Council, and the Common Parish shall be named “The Parish of Berwick-upon-Tweed”.

2. Warding of the Parish of Berwick-upon-Tweed

The Parish of Berwick-upon-Tweed shall be divided into seven Parish Wards, as set out below:

(iii) Grove Parish Ward

   

(iv) St. Boisil Parish Ward

   

(v) Stadium Parish Ward

   

(vi) Upper Spittal Parish Ward

   

(vii) Lower Spittal Parish Ward

   

The Parish Ward boundaries shall be as shown on the map attached hereto.

The boundaries of Magdalene, Castle, Grove, St. Boisil, and Stadium Wards shall be coterminous with the existing boundaries of the following Wards of the Borough of Berwick-upon-Tweed: Edward, Elizabeth, Prior, Seton and Shielfield.

The Parish Wards of Upper Spittal and Lower Spittal shall adjoin each other, the shared boundary being the East Coast Main Railway Line which bisects the extant Borough Wards of Spittal. The remaining boundaries of Upper Spittal and Lower Spittal Parish Wards will be coterminous with those of the Borough Ward of Spittal.

3. Establishment of a Town Council to represent the Parish of Berwick-upon-Tweed

The Council hereby establishes a Town Council (“Berwick-upon-Tweed Town Council”) to represent The Parish of Berwick-upon-Tweed.

4. Number of Town Councillors

The number of Town Councillors for each Ward of the Parish of Berwick-upon-Tweed shall be that specified in the table set out below:

5. Election of Town Councillors

The Town Councillors for the Parish of Berwick-upon-Tweed shall be elected on the scheduled day of elections to be held in May 2007 and shall come into office on the fourth day after the ordinary day of elections.

Subsequent elections to the Town Council will coincide with the date of the ordinary meeting of Parish Councillors to the other Parish Councils within the Borough of Berwick-upon-Tweed, every fourth year thereafter.

6. Transitional Arrangements

In the period between the date these Final Recommendations takes effect and the date of elections of Town Councillors referred to in (5) above, the following interim arrangements shall apply:

Until the Town Councillors are appointed at the elections to be held in May 2007, The Parish of Berwick-upon-Tweed will be represented by the Town Committee appointed by Berwick-upon-Tweed Borough Council. The Town Committee shall comprise the elected Members representing Edward, Elizabeth, Prior, Seton, Shielfield and Spittal Borough Wards.

7. The First and Annual Meeting of Berwick-upon-Tweed Borough Council

The first and annual meeting of Berwick-upon-Tweed Town Council shall be held on or within fourteen days after the day upon which the newly elected Town Councillors take office and shall be convened by the Chief Executive to the Borough Council.
