Release date: 06.08.07
Ref: BBC/PR/L&D/23/07
Cheviot Holiday Cottages have applied to Berwick-upon-Tweed Borough Council (the Licensing Authority) for the review of the licence of Ingram Village Hall.
In the application for review, Cheviot Holiday Cottages allege that disturbances have been caused by loud music from within the hall; and disorderly and anti social behaviour outside the hall, particularly when people have been leaving the venue.
Anyone who lives or works in the vicinity of the premises may make a representation in respect of the application for review, as may a body representing such residents or business. However, the Licensing Authority can only consider representations relating to the four licensing objectives:
1. the prevention of crime and disorder
2. public safety
3. the prevention of public nuisance
4. the protection of children from harm.
David Wilson, Senior Licensing Officer said:
"If anyone wishes to make a representation in respect of this application for review, they should make it in writing and either e-mail it to licensing@berwick-upon-tweed.gov.uk or send it to the Licensing Section, Legal and Democratic Services Unit, Berwick-upon-Tweed Borough Council TD15 1ED so that it is received by no later than Monday, 3 September 2007."
The application for review will be considered at a hearing of a Licensing Sub-committee within two to four weeks of the closing date for representations. If the councillors sitting on the Licensing Sub-committee are satisfied that the premises are failing to promote the licensing objectives in some way, they may:
1. modify the conditions of the licence
2. exclude an existing licensable activity from the licence
3. suspend the licence for a period not exceeding three months
4. revoke the licence.
"If you have been adversely affected by the activities of these premises and want something done about it, this is your opportunity to say so. If people do not make their concerns known, they cannot be addressed by the Licensing Authority. If anyone wants further information about the application or the process, please contact me on 01289 301804 or by e-mailing: licensing@berwick-upon-tweed.gov.uk ,” said David Wilson.
