The way in which planning policy is made for the Borough is changing. In the next three years the current local plan will be replaced and a Local Development Framework will be created.

At present policy is made regionally by the North East Assembly, by Northumberland County Council and the National Park Authority and by the Borough Council. The current regional and county policy documents can be viewed by following these links:

In the future, planning policy will be prepared at the regional and local levels, set out in the Regional Spatial Strategy and Local Development Framework; this will make up the Development Plan and be used as the main policy background against which decisions on planning applications will be made. The Structure Plan will disappear.

The timetable for the preparation of the first documents making up the Local Development Framework is set out in the Local Development Scheme, which also contains important information about the process involved in their preparation; it can be accessed from this link , or downloaded by selecting this link   (PDF).

The Council has now published its Statement of Community Involvement: Submission Proposals and submitted the document to the Secretary of State on 1 st August 2005. The Submission Proposals take into account the outcome of the consultations carried out during April, May and June. The schedule of representations received and the Council’s response can be viewed from this link.

The Statement describes the ways in which the Council will involve individuals and local communities in the preparation of planning policy and in the process leading to the determination of large or controversial planning applications, which can be viewed here, alongside some companion documents which can be viewed by selecting this link.

The Council has submitted its first Annual Monitoring Report (AMR) to Government Office for the North East. The report details the progress made in implementing the Local Development Framework for the Borough and details Core Output Indicators that measure change: the AMR can be viewed here.

The Regional Spatial Strategy

The Regional Spatial Strategy (RSS) sets out a broad development strategy for the North East Region for the period up to 2021. It covers matters such as the scale and distribution of provision for new housing, priorities for the environment, such as countryside and biodiversity protection, transport, infrastructure, economic development, agriculture, mineral extraction and waste treatment and disposal. The RSS incorporates the Regional Transport Strategy (RTS), to ensure the integration of land use and transport planning.
