Business rates ( NNDR ):
Business rates (NNDR) explanatory notes
The National Non-Domestic Rates are collected by charging authorities and paid into a central pool. The income from the rates collected is redistributed to all the charging authorities in proportion to the number of Council Tax payers in that area.
This income that is re-distributed from the pool then contributes towards paying for the local services that are provided by the authority.

Non-domestic rates – reform to empty property rates.
The Government are proposing a number of changes to empty property rating effective from 1st April 2008.
Government say that the proposals are a positive incentive to bring vacant shops, offices, factories and warehouses back into use.and will promote the efficient use of land and property.
The changes are as follows:
The occupied business rate will apply to properties which have been empty for 3 months or more, or six months in the case of industrial and warehouse properties. (previously a 50% rate was charged).
A zero rate for empty properties owned by charities and community amateur sports clubs.
Provide a new power for Government to introduce regulations that make provision to tackle rate avoidance tactics by disregarding changes to the state of the property.
A copy of the Bill and accompanying explanatory notes are available here.
